| Welcome to
the Asian and Pacific Centre for Transfer
of Technology (APCTT). |
| APCTT is a regional
institution of the United Nations Economic
and Social Commission for Asia and the Pacific
(UNESCAP) servicing the Asia-Pacific region.
It was established in 1977 with the objective
of facilitating technology transfer in the
Asia-Pacific region. The Centre is headquartered
in New Delhi with host facilities provided
by the Government of India.
Technology transfer, as you know, has become
vital for today's globalized world. The
changing global scenario with the globalization
of technologies and the shift in emphasis
from manufacturing to a knowledge based
economy has immensely affected the competitiveness
of countries and companies. It has propelled
companies in developing countries to the
forefront in selected sectors and has provided
tremendous opportunities for leapfrogging.
These realities have intensified the process
of international flows of technologies across
firms and national boundaries in the form
of increased technological cooperation,
strategic alliances, and partnerships. Enterprises
in developing and least developed countries
need to develop, absorb and adopt new technologies
in an efficient way, thereby, building up
indigenous technological capabilities. They
need access to skills and competencies,
access to financing, access to the market,
and an environment for innovation.
The activities of APCTT are thus directed
towards technology capacity-building, promotion
and management of innovation as well as
sub-regional and regional networking. In
this direction, the Centre has focused on
four specific areas of activity: Technology
Information; Technology Transfer; Tech-Entrepreneurship
Development; and Innovation Management,
which are SME-oriented, IT-powered, environmentally
responsible and gender conscious.
My endeavour, as the Director of this Centre,
will be to make APCTT a technology transfer
hub in the region. I will make every effort
to strengthen National Innovation Systems,
enhance the competitiveness of SMEs and
propagate environmentally sound technologies
(ESTs) in our region.
I hope to work together with all our customers,
business owners and employees, new entrepreneurs,
researchers, academic staff and employees
of government agencies for the development
of a more prosperous Asia Pacific region
- technologically, economically and socially.

- APCTT is a United Nations regional
institution under the Economic and Social
Commission for Asia and the Pacific (ESCAP).
- The Centre was established in 1977 in
Bangalore, India. In 1993, the Centre
moved to New Delhi, India. APCTT promotes
transfer of technology to and from small-
and medium-scale enterprises (SMEs) in
Asia and the Pacific.
- APCTT implements development projects
funded by international donors aimed at
strengthening the environment for technology
transfer among SMEs in Asia and the Pacific;
in this respect the Centre makes special
efforts to encourage more participation
of women in the field of technology.
- APCTT undertakes consultancy assignments
in various technology transfer related
areas (institution building, human resources
development, studies, business partnership
development).
- The objective of APCTT is to strengthen
the technology transfer capabilities in
the region and to facilitate import/export
of environmentally sound technologies
to/from the member countries
- All member states and associate members
of UNESCAP are de facto members of APCTT.

| The Regional
Centre for Technology Transfer inaugurated
on 16 July 1977, pursuant to the Economic
and Social Commission for Asia and the Pacific
(ESCAP) resolutions 159 (XXXI) and 164 (XXXII),
shall continue in existence under the title
"Asian and Pacific Centre for Transfer
of Technology" (hereinafter referred
to as "the Centre") and under the
terms of this Statute. |

| Objectives and
Functions |
- The objectives of the Centre are to
assist the members and associate members
of ESCAP through strengthening their capabilities
to develop, transfer, adapt and apply
technology; improve the terms of transfer
of technology; and identify and promote
the development and transfer of technologies
relevant to the region.
- In pursuance of the objective stated
in paragraph 2, the Centre shall have
the following functions:
- To promote the establishment and
strengthening of appropriate national
institutions concerned with technology
policy, planning, development, identification
and transfer, and to provide assistance
for organizing and strengthening networks
of such national institutions;
- To provide assistance to member
countries in identifying their technological
needs, in evaluating and selecting
technology, in negotiating technology
agreements in the unpackaging and
absorption of technology;
- To promote regional and interregional
cooperation in technology development
and transfer.
- In pursuance of the functions stated
in paragraph 3, the Centre shall:
- Collect, analyze and disseminate information
on technologies;
- Organize the exchange of relevant information
and experience, including the organization
of networks of appropriate institutions
engaged in specific technologies or specific
aspects of a technology;
- Organize training for appropriate personnel
engaged in the development and transfer
of technologies;
- Provide consultancy and advisory services.

| Status and Organization |
|

|
- The Centre is a subsidiary body of
ESCAP and is subject to the financial
and staff regulations and rules of the
United Nations.
- The Centre shall have a Governing Board,
a Director and staff, and a Technical
Advisory Committee.
- The headquarters of the Centre shall
be in India.
- A host country Agreement with respect
to the Centre shall be concluded between
the Government of the country in which
the headquarters of the Centre is located
and the United Nations.

| Governing Board |

- The Centre shall have a Governing Board
(hereinafter referred to as "the
Board") consisting of a representative
designated by the Government of the host
country and not less than eight representative
nominated by other members or associate
members of the Economic and Social Commission
for Asia and the Pacific and elected by
the Commission. The representatives to
be elected by the Commission shall be
elected for a period of three years but
shall be eligible for re?election. The
first such election was held at the Commission
session in 1985.
- The Director of the Centre shall serve
as Secretary of the Board.
- If an elected member of the Board is
unable to serve for the full term which
he/she has been elected, the vacancy shall
be filled by the Government of the country
of the representative who is unable to
complete his/her full term of office.
- Governments not members of the Board,
ESCAP and other appropriate United Nations
bodies and specialized agencies, such
other organizations as the Board may deem
appropriate and experts in fields of interest
to the Board may be invited to attend
meetings of the Board as observers without
the right to vote.
- The first, and inaugural, regular session
of the Board shall be convened by the
Executive Secretary of ESCAP as soon as
possible after the adoption of the Statute.
- The Board shall meet at least once a
year and shall adopt its own rules of
procedure. The Board shall meet in special
session whenever a majority of its members
requests the Executive Secretary to convene
a special session.
- A quorum for meetings of the Board shall
be a majority of its members.
Each member of the Board shall have one
vote. Decisions of the Board shall be
made by consensus or, where this is not
possible, by a majority of the members
present and voting.
- The Board shall, at each regular session,
elect a Chairman and a Vice?Chairman.
They shall hold office until the next
regular session of the Board. The Chairman
or, in his absence, the Vice?Chairman
shall preside at meetings of the Board.
- The Board shall review and appraise
the activities of the Centre and the extent
of the financial resources available to
the Centre. It shall approve annual and
long?term programmes of work for the Centre,
and evaluate the implementation of such
programmes.
The Board shall submit an annual report
to the Commission, to be considered at
the annual session of the Commission,
on the activities of the Centre, the financial
resources available to the Centre and
the present and proposed programmes of
work of the Centre.

| Director and
Staff |
|

- The Centre shall have a Director and
staff to be appointed under the appropriate
United Nations regulations, rules and
administrative issuances. The appointment
of the Director will be made after consultation
with the Board.
- The Director shall be responsible to
the Executive Secretary of ESCAP for the
administration of the Centre and for the
day-to-day implementation of its work
programmes as approved by the Board.
- The Director shall prepare and submit
to the Board an annual report on the administration
and financial status of the Centre and
the implementation of its programmes.

| Technical Advisory
Committee |
|

|
- The Centre shall have a Technical Advisory
Committee (hereinafter referred to as
"TAC"), consisting of technical
experts designated by each Government
member and associate member of ESCAP and
representatives of ESCAP, UNESCO, UNCTAD,
UNIDO, UNCSTD, UNDP and UNFSSTD.
- Representatives of other national and
international institutions and of other
agencies concerned with technology development
and transfer and such other persons as
the Board may deem appropriate may also
be invited to participate, as necessary.
- TAC shall be responsible for advising
the Director on the formulation of the
work programmes and on other technical
matters concerning the operations of the
Centre.
- Reports of the meetings of TAC, with
the Director's observations with respect
thereto, shall be submitted at the immediately
following meeting of the Board.
- TAC shall meet at least once a year
and shall be convened by the Director
of the Centre.
The Chairman of TAC shall be elected by
TAC itself at each meeting.

| Resources of
the Centre |
|

- The financial resources of the Centre
shall be composed of:
- The voluntary contributions of the
members and associate members of the
Commission;
- Funds received from other Governments;
- Funds received from international
and national institutions;
- Moneys received from the sale of
publications and for services furnished
by the Centre;
- Other funds or moneys received by
the Centre, as considered appropriate
by the Board.
- A trust fund shall be established, under
the financial regulations and rules of
the United Nations, for the receipt and
administration of such financial resources.
- The Centre may also receive contributions
of a non-financial nature.
- The Commission shall at each session
review the state of the resources of the
Centre, on the basis of the report of
the Board, and make such recommendations
as it may deem appropriate, to ensure
that timely and adequate resources are
always available to the Centre and its
programmes and that a balance between
resources and expenditures is maintained.
- The Centre shall be administered on
a sound economic and financial basis.

may deem appropriate with other United Nations

| How to reach
APCTT: |

From the
Airport:
Indira Gandhi International Airport is divided
into two wings, International Terminal (10
km from APCTT) and Domestic Terminal (8 km
from APCTT).
Prepaid taxis/auto rickshaws are available
from both International and Domestic Arrivals.
Prepaid taxi/auto rickshaw service (a service
with journey fare paid in advance at the
time of booking) counters are located immediately
outside the Customs Hall in the International
Terminal and outside the Baggage Claim area
in the Domestic Terminal.
To reach APCTT from the Indira Gandhi International
Airport, New Delhi, a prepaid taxi charge
would be INR 250+ or US $ 6 approximately.
Prepaid autorickshaws will cost INR 150+
or US $ 4 approximately.
From the Palam Domestic Airport,
a prepaid taxi will cost INR 200+ or US
$ 5 approximately. Prepaid autorickshaws
will cost INR 100+ or US $ 3 approximately
From the Railway station:
Delhi is serviced by three major railway
stations, New Delhi, Old Delhi and Hazrat
Nizamuddin Railway Stations. The distance
to APCTT from New Delhi Railway Station
is about 12 km, from Old Delhi Railway Station
about 16 km and from Hazrat Nizamuddin about
10 km.
From these stations prepaid taxis/auto
rickshaws could be hired.
New Delhi Railway Station - a prepaid
taxi will cost INR 150 + or US $ 4 approximately.
Prepaid auto rickshaw will cost INR 100
+ or US $ 3 approximately.
Hazrat Nizamuddin Railway Station
- a prepaid taxi will INR 150 + or US $
4 approximately. Prepaid auto rickshaw will
cost INR 75 + or US $ 2 approximately.
Old Delhi Railway Station - a prepaid
taxi will INR 200 + or US $ 5 approximately.
Prepaid auto rickshaw will cost INR 100
+ or US $ 3 approximately.
